I remember getting Christopher Robin was kinda tough for me, but I found his tokens easy to get after you unlock him. I haven't participated in many events in this game, so I don't have much experience with those characters. But even she gobbled a few of my months getting her tokens thus far. So, I'm really close to welcoming her, since I have all her hats too. But after the last week of playing I got about 33 of them, wow. I'm only using Davy Jones and Mulan to get those Heart Lockets currently. I can understand for some people if they don't have the right characters or attractions, but I had no problem getting her ears, the Heart Lockets just weren't dropping however, I had zero. I see many people talk about Tia Dalma, personally, she's not that bad for me right now.
